These terms govern access to and use of the Iunia Popescu psychology practice website, the psychology services that may be requested through it, and the technical status and rights relating to the web project. Please read them before using the website or requesting an appointment.
1. Parties and acceptance
The professional services are provided by the Iunia Popescu psychology practice (“the Practice”). The website is technically developed and operated for the project by Empire Global Solutions SRL (EmpireX Tech) (“the Developer”), within the limits described below. By using the website, requesting an appointment or confirming a booking, you acknowledge these terms. The specific professional agreement, informed consent and information communicated before a session prevail for matters concerning the psychology service.
2. Nature of psychology services
Services may include psychological assessment, counselling and other interventions falling within the practitioner’s certified competencies. They are provided under Romanian law, the professional and ethical framework of the Romanian College of Psychologists (CPR), and the limits agreed with the client. A service is not automatically psychotherapy; psychotherapy has its own professional framework and applies only when it is expressly offered and agreed.
Online psychology services do not replace emergency medical, psychiatric or crisis services. No clinical outcome can be guaranteed, and recommendations depend on the information available and on appropriate professional assessment.
Descriptive pages about clinical services are informational. Through the public booking form you may currently request only the free 15-minute introductory chat (“Get to know me”). Paid clinical sessions become available once the Practice activates them after the applicable professional and fiscal formalities.

3. Eligibility
Unless expressly agreed otherwise within the practitioner’s legal competencies, online services are intended for adults. They may be requested by persons in Romania or in the diaspora, subject to professional suitability, applicable territorial rules and the availability of a secure, private setting. The Practice may decline or redirect a request when online work is unsuitable, a conflict of interest exists, or the needs exceed its competencies.
4. Bookings, cancellation and rescheduling
Via the website you may currently request a free introductory chat. An appointment is confirmed only after the Practice accepts the requested time through email, telephone or another agreed channel. Clients should attend on time from a private place with a stable connection. Cancellation and rescheduling conditions are communicated when confirming. Technical difficulties will be handled reasonably, including rescheduling where appropriate.
5. Fees and payment
The introductory chat available for booking on the website is free of charge. Fees, payment methods and invoicing for paid clinical sessions are communicated before those services are offered and contracted. The website does not process card payments for sessions at this stage.
6. Professional confidentiality and conduct
The content of sessions is treated as professionally confidential in accordance with the CPR ethical framework and applicable law. Confidentiality may be limited only in circumstances required or permitted by law and professional duties, including a serious and imminent risk to the client or another person. Technical providers may process only the data necessary to operate communications and the website, under applicable safeguards.
Both practitioner and client are expected to maintain respectful conduct and a safe professional setting. Recording, broadcasting or sharing a session requires prior express agreement. The Practice may pause, end or refer the collaboration when professional boundaries cannot be maintained, payment obligations remain unresolved, or another service would better address the client’s needs.
7. Limitations of liability
The Practice provides services with reasonable professional care, within its certified competencies and on the basis of information supplied by the client. It is not liable for outcomes caused by incomplete or inaccurate information, failure to follow agreed recommendations, third-party platforms, internet outages or events outside its reasonable control. Nothing in these terms excludes or limits liability where exclusion is prohibited by law, including liability arising from intentional misconduct or professional fault established under applicable law.
8. Website use rules
You may use this website only for lawful, personal and informational purposes. You must not attempt unauthorised access, interfere with security or operation, introduce malicious code, scrape or reproduce protected material, impersonate another person, submit unlawful content, or use contact channels abusively. General website content is educational and does not constitute diagnosis, personalised advice, an emergency service or a guarantee that a particular service is suitable for you.
Web project status and completion right
iuniapopescu.ro is public as a professional presentation space for the Iunia Popescu psychology practice. Public availability of the site does not, by itself, mean that all clinical services are open for paid booking and does not replace formal acceptance of web-project delivery.
For now, through the website form you may only request the free 15-minute introductory chat (“Get to know me”). Paid clinical sessions, fees and related invoicing will be activated after professional / fiscal formalities are complete. Informational service descriptions on the site are not an offer of immediate paid provision.
Empire Global Solutions SRL (EmpireX Tech), as developer and technical administrator, reserves the exclusive right, throughout the project and until written acceptance of delivery, to complete, correct, replace, postpone, restrict public access or withdraw any component: editorial content, structure, design, visual identity, features, integrations and configurations. No third party may infer from a preview, screenshot or public URL that the project is closed, accepted or due as final delivery.
Intellectual property (site, text, graphics, code)
Except for materials explicitly marked as belonging to third parties (for example authority logos, licensed fonts, open source libraries), the following belong to the developer and are licensed to the client only under the agreed contractual terms: site texts, slogans, microcopy, information architecture; photographs, illustrations, decorative elements, iconography; typography, palette, layout, interface components; WordPress theme, styles, scripts and custom plugins; any intermediate, draft or placeholder version.
Reproduction, extraction, republication, modification or commercial use of these elements without written consent is prohibited. Informal remarks, comments on public channels or reports to third parties based on an unfinished site do not create rights over the work and do not replace the contractual review and acceptance process.
Delivery, billing and interpretation
Web-project delivery is considered complete only after the agreed finish and, where applicable, after formal (written) acceptance. Billing for the final digital product follows the schedule and terms in the contract or order, not merely the fact that the domain is online. General information on the site (including about services) is not a guarantee of clinical outcome and does not qualify the technical stage of the web project.

10. Consumer protection, ANPC and SAL
If you qualify as a consumer, you retain all mandatory rights granted by Romanian and European consumer law. Concerns should first be sent to the Practice so they can be reviewed promptly. Where applicable, you may contact the Romanian National Authority for Consumer Protection (ANPC) and consult the alternative dispute resolution (SAL) mechanisms made available by ANPC. Access to ANPC or SAL does not limit your right to apply to a competent court. Availability and jurisdiction depend on the nature of the service and the applicable legal conditions.
11. Governing law and disputes
These terms are governed by Romanian law, together with directly applicable European Union law. The parties will first seek an amicable resolution through written communication. If no resolution is reached, the dispute will be submitted to the competent Romanian authorities or courts determined under mandatory procedural and consumer-protection rules. The mandatory rights of consumers and the professional jurisdiction of the competent psychology bodies remain unaffected.
These terms may be updated to reflect legal, professional or technical changes. The version published on the website at the relevant time applies, without affecting rights already acquired under mandatory law.
